its never over for anybody. Pls prioritise shoulders as it will make the best difference in your frame. I currently do side delts 4x a week, and im starting to see a way better difference compared to them like 2 months ago...
Get a pic of u without flexing or posing, stood naturally so i can see what ur dealing with
 
This will help.
First if u train 5* per week. Here's a split :
Ppl X ul

Push ( Tri + shou + Chest ) :

  • Inclined bp 3sets
  • Pec dek 3sets
  • Preacher 3sets
  • OHP 3sets
  • Lateral raises 3sets
  • Hammer 3sets


Pull ( Back & biceps ) :

  • Frontal pull 3sets
  • Sp rows 3sets
  • JM press 3sets
  • Upper rows 3sets
  • Kelso shrugs 3sets
  • Pushdowns 3sets


Upper :

  • Preacher curls 3sets /
  • Inclined press 3sets /
  • Pec dek 3sets /
  • Frontal pulldowns 3sets /
  • OHP 3sets /
  • JM press 3sets /


Lower :

  • Leg extensions 3sets /
  • Hyper extensions 3sets /
  • Machine crunches 3sets /
  • Leg press 2sets /
  • Ham curls 2sets /
  • Calf raises 3sets
  • Adductors / abd 1set each


Things to do :
4-7 reps for compounds ( OHP, inclined bp .... )
6-12 reps for isolations ( pushdowns, preacher curl, leg extension..... )
Rest should be 2-3min for compounds 30-60sec for isolations.
Also if u have 30-40$ buy some creatine ( should be monohydrate and not flavoured ).


Take some pics each month to see progress. Note the weights + reps you did for each ex in esch session so you can progress ( add weights or reps ) each session.

i can see estrogen in air around u , tbh u should do roids if u wanna get physique
 
Lose fat and roid up.

But idk how much you can do with your frame
