How can you meet women if your not working or in college?

I’ve met 3 girls the past year off tinder, but it’s very inconsistent and unreliable. I also need to make friends, how can you do these two things in that situation

I'm working. 90% of people are older. The 10% of girls that are not are in relationships. Only the guys are single.

Online or in some clubs/groups for hobbies is probably all. Perhaps clubbing too
