not america but he can try in europe in countries like germany , italy education is almost freee there and there are scholarships too . need to work hard and learn the language but probably would live 10x better life there than in the 3rd world . plus if he is really goodlooking then it would be easier to adjust for him

my 2 friends are studying in germany and italy. German one is studying in a public uni and the fees is very low 2k per anum. italy one got need based scholarship so basically his education is free there he is doing masters. private uni are costly and dont provide scholarships
