How to fix my dry hair (serious post)

I have used based leave in conditioner as well as no shampoo and a salfate free conditioner with aur drying yet my hair still looks terrible and dry. I want it to be less frizzy and more like romulus kind of style. What should i do because atp it feels like there is no fix and also dont respond if u will give some generic “add salt spray” advice or smth


Below is current and goal (ik my hair is more curly but i still wanna eliminate frizz and stuff yk)

I have researched but of the 4 posts that came up they are all just water saying that i need to use conditioner and leave in which doesnt work. Also the only reason i said i used based is because its a known brand so it shows its not the quality of thr product but rather just a bad routine. U really will do anything but answer the fucking question which makes it clear u know nothing and are a sub5 jeet so go rope nga
