i think it should actually be illegal for ugly people to reproduce

All that does is shift the bell curve to the right.

Let's say you cull all the ugly people, now the people who were considered in the average range will be the new uggos as they'll be in the lower percentiles due to reduction of competition. Do you cull this new group of "ugly people"? When do you stop "getting rid" of the ugly? It doesn't end.

Essentially all you're doing is accelerating natural selection for no particular reason. It doesn't solve inequality if variation still exists.
