I’m around 16 percent bf percentage but I got no muscle. I’m sick of looking chopped while bulking. When should I cut

as others said, body recomposition.

"bulk" at a calorie range that is around 200 over your maintaince calories (which you can calculate using a tdee app)

start tracking your calories + macros and make sure you are eating a lot of protein compared to carbs and fat.

and to "counter act" the fat you can eat more pottasium so you can be debloated

body recomp just eat at maintenance and gain muscle no point in cutting or bulking

Go the gym and stay on maitenance calories, you can still build muscle.
