Is my maxilla recessed?

1 is my maxilla recessed or not
2 if my maxilla is recessed should I be trying to expand it ?
3 if it isn’t recessed and I expand it will it make me look worse

Doesn't look like it.
On the other hand, your mandible is recessed.

Just lose fat, regrow your hair, advance the mandible (BSSO only, if the occlusion allows it), repair the ptosis on your right eye, graft fat to the undereyes, maybe straighten the dorsum if you mind the hump ... and, that's it, you should be good.

Photopea, the free online equivalent of Photoshop.

After a second inspection, a BSSO was probably not a good advice, and a sliding genioplasty may do the job just fine.
You would need a CT scan to strategize the right surgery.
