The way the maxilla works is it just grows downwards and forwards, while the forward growth is good it doesn't mean it includes upswing. Anything done to the maxilla, like mewing, won't do anything to cause upswing. So what can possibly give upswing? The lower jaw. Think about it like this, a low gonial angle would mean the mandible had to rotate counter clockwise. And how would an upswung lower jaw be able to exist if it didn't also upswing the maxilla? It definitely needs room to upswing so what it does is pushes the maxilla upwards along with it. That is how upswing is caused.
