-In boys between 7 and 11 years of age, slight growth of the forehead, the nose, the lips area and the chin was observed.
-The annual growth increases in these facial regions remained rather steady.
-The most noticeable growth changes occurred after 11 years of age and continued until the age of 14, especially in terms of anterior growth of the forehead and eyebrow ridges, increase of nose prominence and enlargement of the downward projection of the chin.
-In addition, a flattening of the cheeks (especially between 13 and 15 years) and deepening of the orbit region in relation to more prominent eyebrow ridges occurred in all age categories and became more marked with age.
-After 14 years of age, facial growth slowly decreased, but still persisted up until the end of the observation period.
-After 16 years, growth changes were observed only in a minor part of the nose and chin.

So the biggest changes occurs from 11-14, with 16-17 stil being important because of changes in the cheeks (Maxilla is law).

This guy says at 1:15 that 60% of the growth of the face is achieved by 4 years of age, and 90% by the time the kid is 12. I couldnt find the source for that if someone knows please post it.

different for late pubertycels like myself
most of the subhumans in my class have the same face since 13 though

Bones grow until 24 tbh
 
my face changed alot til 25
14 to 15 - cheekbones that were very big and flared started to flatten
from 15 to 16 midface elongated alot, face narrowed, nose enlarged, browridge became very proeminent, eyebrows got very dense and long, my eyes were kinda wide set and start to get more close set within still a normal esr range (0.45)
from 16 to 25, the chin increased alot and was more squarish, jaw increased and changed dramatically, nose shrinked alot and browridge became even more proeminent


Jaw and chin were the two main things that kept changing til it's peak at 25, must be the combination of small bone growth, masseter muscle growth and weight loss

Orbit

At 4.5 years is 78% of its adult size
It gains 10% growth in the next two years, attaining around 88% of its adult size by 6.5 years
Around 10.5 years, females have achieved 96% of their total growth while males are lagging at 91.5%, which is congruent with male-female growth patterns

Intercanthal Width
Intercanthal width is averaged at 93% of adult growth in both sexes around age 5 years [3,5]. However, females are consistently very high (98%) in their adult size from age 4 years onward; males have a later maturation age around 10.5 years of age

Chin growth in males is mostly linked to androgenic factors.

In this same video in a 3/4 you can see a lot of these features were there already. Also need to take into count that in these model shoots photoshop is used.

Jaw and chin were the two main things that kept changing til it's peak at 25, must be the combination of small bone growth, masseter muscle growth and weight loss
its hard to say what its skin change and what is actual change. Even with pictures, our self perception is shit and changes a lot depending on angle and lightining. Thats why these type of studies are important to understand, just with proper xray and 3d simulations of the face you can have no or minimal bias.
