Rather recent research has shown that topical minoxidil literally rejuvenates hair follicle skin on the scalp.
Study:
It's been long known that Minoxidil has so far been shown to be the O-N-L-Y drug in existence which can replenish ELASTIN.

Chances are that topical minoxidil may not only promote hair growth - but if properly formulated - be a revolutionary anti-aging treatment.

Chronic Treatment with Minoxidil Induces Elastic Fiber Neosynthesis and Functional Improvement in the Aorta of Aged Mice - PubMed
Normal arterial aging processes involve vascular cell dysfunction associated with wall stiffening, the latter being due to progressive elastin and elastic fiber degradation, and elastin and collagen cross-linking by advanced glycation end products (AGEs). These processes progressively lead to...

Stimulation of elastin expression by minoxidil in chick skin fibroblasts - PubMed
Minoxidil inhibited the proliferation of embryonic skin fibroblasts during the growth phase but not during the stationary phase. Minoxidil stimulated elastin synthesis two-fold in a dose-dependent manner at a concentration of 1 mM during the stationary phase. The stimulation of elastin synthesis...
