Wide grip pull ups, Reeves deadlifts, Pullover, Lateral Raises, Upright rows, Incline Bench, Rear delt raises, Neck training in general,Bulgarian Split Squats.

Yes delts are the most important muscle
In this order
Delts>Arms>Back>Chest>Neck>Forearms and calves >Posterior Chain>Quads

I dont know if best but definetly a basic and time proved goated exercise for delts/traps

I cant go to a gym but I have 15lbs dumbbells so I'm trying to find shoulder exercises that I can do

My first 2 months of roiding i only had a pair of 10kgs dumbells in my room and managed to make awesome gains, you can get results with that bro dont feel unmotivated for being in that situation

Basically yes. Easy to do, can do it with very light weights, and delts regenerate quickly so you can train them very often, even every two days. Plus they're simply fun exercise to do, you feel the nice burn, very pleasant, but no exhaustion or anything
And most normies sleep on this so by training your delts well you have nice physique advantage for very low cost of time and effort
