natural hairline is always above the forehead muscle?

Was watching some hair transplant videos, and one thing that they always said is that the hairline can only be above the forehead muscles.

so when you raise your eyebrows and see your forehead lines, the natural hairline can only ever be above that.

wtf?! Is this true?! this would mean I naturally have a huge ass forehead
