Maximum script dosage is 40mg. Maximum effective dose for hair growth is 2.5mg..... They have done studies on higher amounts, and found no meaningful statistical difference on those for hair growth.

Anything below 15 unless you really have mass. For me I even had hollow cheeks at like 33% bf. For some reason I just don't store a lot of fat in the face and I have really projected high set zygos and a wide mandible that probably helped.

Apparently 2.5mg provides the max for hair growth and that there's no return on increasing the dosage for hair.

2.5mg being low dose just gives you max hair benefits with less negative sides of course.

Doing less may be to alleviate sides but that's just from nocebo uncles on reddit thinking oral minoxidil is frying their blood pressure when they get a singular headache
