Though some claim a healthy diet, sleep and a mild retinoid can help too. Since the issue is hereditary/genetic, I wouldn't bet too much on that, but it's worth trying first.

Note that when it comes to combination skin you would ideally use two different moisturizers, one that's cream based (for dry areas) and one that is gel-based (for oily areas), but I'd skip that step if you aren't trying to break the bank just now.
- Gentle Cleanser, this is more up for preference, your cleanser could either be hydrating or foaming since it goes both ways in your case. I'd honestly experiment with both and see which one leaves your skin feeling better, brand-wise? I like CeraVe, The Ordinary, Cetaphil, Neutragena and La Roche-Posay, use whichever is available to you.
- Sunscreen, pretty essential, I would go chemical instead of mineral in your case purely because of the white cast problem.
- Retinoid, essential in any skincare routine. You likely haven't used a retinoid before, so it would be best if you started with retinol, then tried adapalene, and considered moving on from there to prescription options if you feel it's needed.
- Moisturizer, I would go with a heavier cream-based moisturizer.

Start with that, then if you see any textural issues you can also introduce exfoliation 1-2x/week with an AHA.
- Double cleanse, oil/emulsion cleanser first, foaming cleanser second. You could actually skip cleansing in the morning.
- Use a sunscreen that's chemical, since they don't usually leave a white cast. I'm black, I've been using The Ordinary's new one, it works perfect for me, and doesn't break me out, you could try that one if you can.
- Same case as before, start with retinol, then adapalene 0.1%, then try to get an Rx for Tretinoin.
- Use two moisturizers as I explained, one with a creamy texture for your dry areas (think natural moisturizing factors + phytoceramides) and one that's gel-based (think natural moisturizing factors + beta glucan, or my personal favorite neutrogena hydro boost water gel)
