I've studied how mewing works, and it basically operates on the principals of palatal expansion. Palatal expansion is achieved using orthogonal devices, applying force to the upper jaw to expand the palate. Mewing is simply using your tongue instead of using a dental device.
Mewing may not be working because...
-You aren't applying consistent force (constant low force works the best for remodeling bone, so make sure you soft mew ALL DAY)
-Your palate may be far too narrow, in this case just get a palate expanding device and mew later (your tongue can't fit well enough to mew)
-You're jutting your jaw out (this reduces your ability to apply pressure to your upper jaw)
A palatal expander works because it applies consistent force and distributes the force on the upper jaw. If you aren't (or are unable to) doing this when mewing, that is why it is not working for you.
