Cephalic index stays constant over time, and facial index stabilizes at ages 5–6:

Cephalic index doesn’t change with age:

How tall your face is in proportion to its width is genetic.

Hard Mew all you want; the data shows that if a person had, say, a low midface ratio and a brachy skull shape at the age of 10, they’ll probably retain the same head and face shape to adulthood.

Want to make changes to your skull proportions? Should’ve got that done when you were an infant. Or better yet, in the womb.

I think cephalic index is strongly genetic. It's why cephalic index is used for understanding the species's origin.
