I have recessed jaw so I was thinking about getting a herbst appliance. I already got braces so it might be over. Also is my pallet too narrow?

Yes you need to expand your pallate and advance your lower jaw if you arent going to wait until youre an adult to get a DJS for the lower jaw then get the herbst now.
