No it just depends on the person absolutely. Look at the before photos of infras, they all almost have bulging lower eyelids. I just literally have 0 fat there under the eye (also my infras are too low set tbh) and descended fat pads.

You can largely make a distinction between the 2, what i'd ideally get would be a bimax with lefort impaction to help give support, and then get soft tissue surgery, but i don't wanna get bimax so.. Atleast i'm speculating this is the case, i'm not sure.
