That could look good on people with darker features, because it's unusual + they compensate their masculinity with those overall darker features. See Jeremy Meeks for instance.

There is no overall. Brown eyes eliminate good contrast by a lot. A10 eyes makes you extremely exotic if you're an ethnic in some 3rd world country. You can google Afghanis or whatever and see how captivating they look with light eyes.
