It's quite simple to get scalp pigmentation to give the illusion of a hairline for bald people.

You can get rid of the bald 'shadow' by using a good razor, shaving cream, and after that you polish and wax your head until it's smooth and shiny.
There's also laser hair removal, you can destroy your hair follicles and you're done with hair forever.
