Water fasting would rather burn your muscles than fat
There is no fast way (except injections like kybella) to remove that last stubborn layers of fat beacuse human body want to maintain some degree of fat just for emergency and this is evolutionary mechanism. To really cut it out you need to grow your lean muscle mass and on the long run they will burn those last layers of fat you store.
TLDR: Be in a reasonable caloric level, gym, eat protein and also drink tons of water 4-5 liters a day. Starve mode will grant some effect on obese people, not skinny fat
