The only fix for a nct is a canthoplasty which is a surgery.

dunno how'd work for pct but if u want amazing hooding then get a soft slippers thats not too strong clip it to ur eyelid to where u want more hooding and grip it with some fat and alot of skin and do it overnight. works like a charm and is perm after some time
