He is saying that it will do nothing in the long term

Balding is in most cases genetic, cause by dht, therefore if you block dht (finesteride), it will stop causing balding

Minoxidil is vasolidator, it helps to get nutrients to the hair folicles that might Lack them

So unless you prevent further hair loss (blocking dht), minoxidil in itself would do nothing, it May hold the hair line for few months/year, but then it will continue balding
