Idk tbh, I've always had it, but it gets accentuated with poor sleep.
Google says it's mainly to do with poor fat and weak blood vessels.

I heard someone say this, pull on them and see if the color changes, if it doesn't than that means it's a pigmentation issue which means laser could fix it, if it does then that means it's a volume issue and only fat grafting/filler could resolve it. PS also if you're a faggot you could fraud with makeup, just don't get caught
