Slavs are just as high IQ as Western Europeans, if not, higher. But their geography is basically the hardest starting point to build a civilization. Even then Poland for example was one of the few countries, together with Greece and Italy that made their own civilization instead of importing it.
Also the political scene was a lot more backward, which made the intellectual property of the inhabitants underused. Then you add horrific wars and communism and the region never had a chance to develop.
There was a point where EE was more developed than the west but the Mongols came and destroyed everything and Russia continued to use this model for the rest of EE.
