Will Hydroquinone work if I don’t have any dark spots no greys allowed

I was meant to be white so I got most of my skin lighting kit now I am just missing Hydroquinone 4% and tret

But will Hydroquinone 4% Even do anything if I don’t really have any dark spots? Hardly none hypopigmentation?

I use hydroquinone 4% and tret on my face for hyperpigmentation and my skin isn't bleached. Nothing will make you lighter than your baseline skin tone ie the skin tone your body produces without signaling from things like UV light or inflammation.
