Of course it was rounded to the closest bound eg( 1.25 would round to 1.5 and be a B+)
Some things to note so with the rounding a countries can have as much as 1/2 a development difference and still be in the same category.
Which means country A can make 50% more then country B and still be in the same category, this can be seen with the uk and turkey being both B+ economies
