Most people in very cold climates were actually quite primitive, such as central Asians and Scandinavians, as they had to forage to survive and didn’t have time to create agriculture. Temperate climates = more technological advantage. Food and resources aren’t very readily available but it’s possible to sustain agriculture. Look at China and Roman Empire.
