how to get mod cut?

I really want to get hair like this, kind of got mad fucked up w/ a blowout taper from great clips lmfao. My hair isnt really this dark and is kind of straight. Like I can manage to get some wavyness to it if i scrunch it up or use like texture powder. Should I dye my hair a darker brown, maybe get a slight perm and go to a salon?
also how do I find a good salon to go too? id appreciate any feedback because i am completely lost on what to do w/ my hair.
