Intelligent races evolve on planets and become successful but after a while they fall victim to low birth rates thanks to their social decadence while lower IQ peoples breed more rapidly or even mix with the more intelligent ones effectively destroying that civilization over time while leading to a massive de-evolution of the species in question. This is why we have never been visited by any alien species. All species destroy themselves via massive dysgenics before they can make it to that point.
