Probably just a lack of correct knowledge. The US government considers Indians and Sudanese white but not Spanish.

They probably look at the nasal cavity of a skull and see that it's narrow. So they conclude that it is infact german.

A lot of people don't accept this theory anymore.
Thoughts on the examples in the OP?

There is a UK case named "Angel of the Meadow" and people aren't sure what she is, the only thing they can pick out from her skull is that she's "Caucasoid" which includes the Indian Subcontinent.
