Of course both are important in their own places. However, more testosterone during puberty mogs. My eyes used to be bigger than most kids when I was younger and the pfl to pfh ratio was dogshit. However they are much more narrow now and the pfl to pfh ratio is much better than most peoples. On top of that they are more deep set than most peoples. Thing is, my cheekbones grew in and there high. On top of that my browridge became bigger. I know eye shape does not change, however the bones around it such as cheekbones give better under eye support which gives the illusion of a better shape.

for example a kid with low prenatal and a kid with high prenatal would have pretty much same dick size at 5 but kid with High Prenatal T will grow much more in puberty than the other one

besides, if you're high prenatal t then you're most likely gonna have high t during puberty anyways

if you're high pren t, your orbitals will already be more compact and square shaped than other kids when you're young, and in puberty they will get even better
if you're low pren t, your orbitals will suck compared to the other kids and they won't change by much during puberty
it basically dictates how big the effect testosterone will have on your body during development

besides, you can't pinpoint exactly how prenatal t will affect you since genetics will always reign king
it's not entirely predictable, there are some traits you can look for but it's not gonna have the same effect on everybody at all

O pry had more narrow eyes than barret as kids however Barrets grew to be more narrowers and smaller

Your environment affects your pubertal T.
It's not all genetics or prenatal T although most of it is.

idk all i know is that certain traits from pre t (wide face , wide neck) simply cant be replicated. Everyone who has higher then 2.1 fwhr as adults i can guarnatee had it young af , and you can ofc train neck but it most likely will never be as big as the people who have huge ones from pre t
