82 Cm Hips

I have been lifting weights for 3 months and I have little improvement. Suggest a Full Body program.

If that is 3 months of noob gains you aren't going hard enough or maybe not eating enough (def possible given height).

Just look up some routine on the internet and find one you like and that you think will be challenging

It never began for you bro, but your height can save you if you add a lot of muscle.

You can eppleymaxx with clavicle lengthening but don't know details about it

If you aren't pinning your shoulders back, your frame is horrendous. It's the primary reason why you look so bad. You have some(very little) pec definition but your frame makes it look much less impressive. Also your pec insertions are not good. Do wide grip pullups daily, develop an actual gym routine. Do exercises to target shoulders to make your shoulders larger.
