I recently started training my neck and I didn't yet buy a proper harness so I'm doing it with rubber bands attached to a bar higher than me and then doing the movements like that. But since I started (1.5weeks ago) I've had pain in my left shoulder that restricts movement and gives me pain every time I try to move it up.

Is it over for my shit neck training routine?

You're doing something wrong. Just do neck curls with weights for size, chin tucks for posture, and head rotations to prevent stiffness.

Neck training is overrated. Only brings pain and misery.

Neck curls don't work laterally so it's not as good is it?

If your neck training is for aesthetic purpose only then you don't need lateral flexion, just do rotations in your warm up to keep the mobility.
