Ideal neck size depends on your neck width but is 16"-17.5" and getting to 16" inches neck is not an easy feat so you need to train it at least twice per week

I have a 15.5" neck and it improves my psl

Get a decent harness (I have the neck flex) and a resistance band. It's way more versatile and convenient than weights. Mine is in my luggage as we speak.

I will still get thicker neck despite ny shitty arm genetics(my neck is 2.5" thicker than my arms)

nah its just a theory. U can get away with 1-2 inches difference.
My potential is 16 inch arms. Bigger arms will just look comical on my height.

im 5'8 6,5 inch wrist so 16 inches arms are very reasonable. I know for your 6'3 height everything below than 18 inches will look like a noodles.
