everyone scams each other, the justice system doesn’t punish hard enough, it’s a kleptocracy. The government takes money from bank accounts of the citizens. Everyone scams each other. They give welfare and 80% abuse it and scam the government. During corona everyone scammed with fake tests at the test stations the list goes on. How did this country end up like this?

An interesting question. I don't know enough about Germany to give a solid answer. But I will provide a completely speculative answer anyway just to bump the thread:
Germany has one of the most socialized medical systems in the free world, and they have had it longer than almost any other deomcratic country. They call it insurance, but if you mandate it, it isn't private insurance, it is socialized medicine. The shared risk model of socialized medicine is the greatest corrupting force in the universe. It creates perverse incentives and lowers the integrity of everyone that participates in it. Presumably this systmeic corruption has now been normalized in Germany and has spread to the general economy.
