I'm skinny fat, what should I do to gain muscles and lose the fat?

Basically, you need to bulk up slowly over a 1 year period to build muscle, and then you need to lose fat and you will no longer be skinny fat because gaining 10-20 lbs of muscle kills the skinny fat look.

Being Skinny fat means you have no muscle. Body fat only matters as a percentage. If you build more muscle your body fat percentage will go down.

You dont need to lose fat, you need to gain muscle mass.
