In my country, one guy made his own "police", it was in fact a non-profit organization that he called it "Animal Protection Police", for protecting and rescuing animals, he had a bunch of members, cars, uniforms , badges, etc. who looked very similar to the real police.
Most people had no idea that his "police" wasn't the real deal, he managed to get away with a ton of stuff, until they made it illegal for private organizations to copy the names or symbols of various state institutions...
I've read that private detective also do something similar, they have badges for fictional institutions that sound important like "The Department for Security and Intelligence", then they go around and investigate, ask questions, and most people simply assume they are someone important and answer their questions, it's not illegal to impersonate being a member of a fictional organization.
